This web page provides NIH Staff with open access to view FCOI database records (FCOI reports) that are related to NIH grants and cooperative agreements. FCOI reports are currently submitted by grantee Institutions through the eRA Commons FCOI Module.
Each Chief GMO is designated as an FCOI Coordinator and may establish other IC user accounts, as necessary, to enter FCOI records (see Listing of All FCOI Users). IC Coordinators are responsible for managing the receipt and review of incoming FCOI reports and assuring that required actions are taken in a timely manner.
The receipt of an FCOI report submitted through the eRA Commons generates an automatic email to the grantee acknowledging receipt of the FCOI report. Another email communication is sent to the IC eRA notifications mailbox to notify the IC of the incoming FCOI report. The receipt of the incoming FCOI report and the contents within the FCOI database are managed by the IC Grants Management staff. Following the IC's receipt of the FCOI report, the FCOI database record is marked as Pending. GM staff send an email to Program staff alerting them of the incoming FCOI report and request program's review and response following completion of their review. GM staff enter the date when program is notified of the incoming FCOI report. Once the IC review by Grants Management and Program staff is complete, records are marked as Completed. In addition, there are 1,034 Legacy records relating to disclosures that were entered by OPERA/DGCO staff prior to December 19, 2007, when ICs began entering records.
